Character Info: Wiki link - but it only contains information from the manga, not the webcomic. The manga isn't that far behind, however, and the information in the wiki concisely explains what sort of guy Saitama is.
Personality: Saitama is a fairly calm man, but that derives mostly from his boredom. After becoming the strongest hero, the strongest man, and the strongest anything, Saitama began experiencing a huge crisis... he couldn't get anything out of fighting, anymore. Before Genos broke Saitama's routine, Saitama spent most of his time lounging around, reading manga, and boredly looking for some sort of interesting fight only to be met with disappointment after disappointment. There are times where Saitama muses to himself, wondering if he's "lost what it means to be human in exchange for power", referencing the fact that he doesn't feel excitement, joy, sorrow and so-forth from anyone or anything. This is untrue, seeing as Saitama snaps out of his rut and gets preoccupied with other things as Genos brings the plot to him, and even before then he's been shown to fret and worry about whether or not he was going to make it to the store for a sale and got extremely frustrated and angry with damage to his apartment or mosquitoes.
Once he becomes part of the Hero Association, he begins setting up a goal for himself - rise in the ranks so he has to do less work for money and so that he can be popular. He is considerably less likely to mope after this point, paying more attention to the heroes and villains around him... and reacting with less enthusiasm than most of them hope. For Saitama, being around other heroes no matter how strong or weak they are is like being the only adult in a room full of rambunctious kids... he can't ever go all-out and have a fun scrap with a single one of them, or they'll get hurt. And with that attitude comes the inevitable inability to take anyone seriously no matter how deeply they are invested in their problems, saying that Boros' eagerness to find a good fight was something that not even telemarketers do, yelling at Genos for rambling too long despite his story being fairly tragic, ignoring the fact that Carnage Kabuto was rampaging to freak out about missing a sale, or dismissing several attempts by other heroes to "newbie crush" him, acting thoroughly unimpressed or distracted with pretty much everyone.
Still, he isn't incapable of empathy. He sees himself in several other characters, usually the villains, and often won't resort to deadly means to end a fight with them, seeing no need. He'll often talk to people, cutting to the core of their actual problems as bluntly as a hammer, realizing something about their intentions and feelings that no one else seems to be realizing. The most notable example of this is Garou, who Saitama fights after Garou defeats all of the S-Rank heroes (that were present, which is nearly all of them). Saitama plays around with him for a while, before commenting that Garou got weaker the more monstrous he became, and that he was settling for being a monster instead of actually becoming a hero like he wanted to be... the other heroes called for Garou's death, but Saitama saw no reason to do it, treating Garou like any other wayward child. He also repeatedly shows concern for people's wellbeing when he's familiar with them, protecting them from danger (or in Genos' case, asking if he's okay after he gets wrecked, which is fairly often). While he acts as a hero because the fights used to be incredibly fun, he also cares for the safety and wellbeing of others. He may not think of himself as a good teacher, but he is consistently guiding people and telling them how he got strong, and delivering a message to people that are losing faith or relying on cheap tricks to get powerful: "Human strength lies in the ability to change yourself!"

Character Goals: Saitama came for a few reasons, including being interested in something weird going on (chance for a good fight), wanting to help people out, and some concern for Genos. My out of character goal is actually to have him get distracted with being able to be on par with people instead of insanely out of their league, at least for a short time.
